Because of his openness and matureness, his career and public image did not take a hit like it fellow actor Charlie Sheen. Sheen has been in so many scandals related to his substance problems that his public image is not very positive. Eva Mendes Finally, Eva Mendes has only been known to go to drug rehab once, but even then, her public image stayed very positive. She has said that she is proud of people who are able to go through that experience and overcome it. In her case, her career did not suffer from it. CDER's main function is to approve new drugs before they are sold in Utah and across America. In order to evaluate these drugs, the administration ensures that they work correctly and that the health benefits outweigh any risk for drug injury. However, before the CDER can handle the drugs, drug companies must first test it. If the new drug does not cause terrible injury and gets the job done, they submit it to the CDER. First, the CDER must test their new substance on animals. Most drugs don't even make it past the animal testing to the human testing phase. If they do, the company must put its substance through three phases of clinical testing. The first phase involves healthy volunteers ranging from 20 to 80 people. The purpose of this phase is to find out what the drug's most frequent side effects are, what injury can be caused and how the substance works in the human body. The end result must prove that there is no unacceptable toxicity involved. Phase two takes patients in Utah or anywhere else that are receiving the substance and compares them with similar patients who are receiving a different substance. This will determine the effectiveness of the new substance and if it works in people with certain conditions or diseases. Phase three is a large-scale study in which the CDER studies people in Utah all the way to the east coast using the drug in combination with other drugs. Its purpose is to take many different uses of the drug and ensure that no combination is deadly or has extreme side effects. If a new substance actually makes it all the way to this phase it will find itself being seriously considered by the FDA. This rigorous process is designed in order to prevent user injury. It involves administration, physicians, chemists, statistics and pharmacologists in order to review all the data. If it is proved that the benefits outrank the risks, the substance will be put on the market in Utah pharmacies among others. Without this process and approval, drugs would not be nearly as safe and many people would not realize the seriousness of side effects until it is too late.
